Agent creates voucher

If a location has a voucher package, then the Agent can create a voucher.
An Agent can create voucher by the same ways / steps that the franchiser creates voucher.
The Agent contract defines if the Agent has to pay for the vouchers that he creates and how much he has to pay.
In case that the Agent has to pay for the vouchers, then he must load money to the Agent wallet.
